NB Apart from large business chain hotels most of the hotels will not accept cards payments (even though they will advertise & have Visa & Mastercard logo stickers on the premises) and most likely you will be asked to settle the bill in cash. There are several reasons for that, so do not get surprised - this is just a local Azeri specifics. In hotels outside Baku they simply just don't have facilities to process card payments. In Baku most of the card processing machines will be 'temporarily out of order', and even if you get a chance to pay with card they will most likely add 18% VAT on top of the price that you initially were quoted. That is how they avoid a taxman. Generally that should not be a problem as there are plenty of ATMs in Baku and withdrawing cash is quite easy and makes more sense than paying that extra.
