Insurance upon entry is checked selectively. It’s quite possible that no one will even ask about it. But airlines often ask about it during check-in for flights to Georgia. Those who don’t have insurance are sent to arrange it. However, the absence of insurance may result in a refusal of entry by the Georgian border service.
Any travel insurance is suitable; it can be issued either by standalone insurance companies or by many banks, which often provide it as an additional option with premium accounts. The main thing is that you can show the insurance policy and prove that it exists. And that the minimum coverage is at least 30,000 lari (that’s about $12,000 — although even the cheapest insurance usually covers around $30,000).
If your bank doesn’t provide insurance, you can easily look for insurance companies in your own country. A two-week policy usually costs around $10. For Russians, one option is to look for offers on the website sravni.ru.
You can also check Georgian insurance companies. They already have offers for tourists, 2–3 lari per day. Imedi L, Aldagi, Irao, Unison, Ardi. Easy to find via search engines.
As far as I know, services for arranging medical insurance directly at the border are not yet available, but they may appear in the future.

I’d recommend printing it. But someone mentioned that when they were asked, they just showed it on their phone and it worked without any problems. In general, by law, the insurance can be either in electronic or paper form, so showing it on the phone is acceptable.
