You can get to the village, and then it's another 3 km to the lower lake, but the water has already disappeared from the lower lake.

If there are three of you, it may make sense to look for transport from the city to the village.

Otherwise, you can take a minibus to Gazalkent and ask at the bus station there. There used to be transportation going closer to the lakes from Nanay or Karabulak, I think.

And doing it in one day using connecting local transport is basically hopeless.
