That’s correct. Just a small clarification — Karnizny Peak is located between the Prokhodnoye Gorge and the Bolshoye Almatinskoye Gorge.

At the entrance to Prokhodnoye Gorge (Alma-Arasan) there’s a sign saying you are entering a border zone and must carry documents. In practice, everyone knows that up to Terra meadow no one will check documents for sure. If you go to BAP from the Terra side, there won’t be a checkpoint there either. BUT above or beyond Terra meadow you definitely need to have your passport with you, as they may check.

If you go to BAP from the Big Almaty Lake side, there is a checkpoint above the lake, and that’s exactly where they record passport details.

You can go without worries and without a permit. There is no border checkpoint in the Maloye Almaty Gorge.

For Molodezhny no permit is needed — the Mountaineering Federation organizes annual mass ascents there and “leads” several hundred people up in a single day.

Amangeldy — also no permit needed, it’s away from the border and is a popular peak among climbers.

Karnizny — better to check, it’s close to the border.

For example Molodezhny, Karnizny, or Amangeldy. It seems they are far enough from the border (more precisely, from the border strip) that no permit is needed there either.

For Bolshoy Almatinsky Peak usually you only need to have your passport or ID with you so they can record your details and sign you out when you leave the border zone. There was no need to arrange special permits. I’ve gone to BAP with various foreigners — everyone had different passports, and for all of them they simply recorded the details and signed them out when we exited.

I personally haven’t been to Sovetov, but as far as I know no special permits were required there either — you just need to have your passport with you (better to double-check with someone else).

Last year, due to the increasing number of accidents in the mountains, a law was introduced requiring people to notify the Ministry of Emergency Situations about their planned mountain routes, and options for notification were proposed. In practice, this system never really started working properly — maybe not yet — but you should understand that this is not a permit.
