Tendrás que registrar el IMEI para que el teléfono (dispositivo) pueda funcionar con una tarjeta SIM local. Incluso si después cambias de SIM, el teléfono seguirá funcionando. Pero tienes razón en que la SIM turística tiene un período limitado de validez. No estoy seguro exactamente cuánto tiempo, quizá sean unos 2 meses.
Una vez que empieces a vivir en Uzbekistán ya no como turista, deberás registrarte en tu lugar de residencia y, con base en ese registro, podrás adquirir una tarifa no turística con cualquier operador móvil local.

The staff register the phone and give you a QR code. With this QR code, you need to go to the declaration desk (the far-right window), where they scan it.
