When you enter the Siab Bazaar from the Bibikhanum Mosque side, you’ll see a bunch of souvenir shops on the right – they sell knives too.
If they don’t have what you’re looking for, just walk to the end of that row and you’ll find another row of shops. There are at least two souvenir stores there that sell knives and gifts at good prices.
BUT – just a heads up – these knives are mostly decorative, not meant for everyday use.
For practical, everyday knives, people usually get them from the city of Chust in Namangan.
