After border control, there are exchange offices. And there seem to be ATMs; you can withdraw cash from a card (but not a Russian one, as it probably won’t work).

But who do I pay? If I’m already out of the screening area? Or is it a receipt, and I can pay later?

The main thing is to declare the phone—just submit the customs declaration. You don’t have to pay on the spot; you can register the IMEI whenever you want later. The important part is that customs adds your phone's IMEI number to their database. Without this, registering the IMEI just won’t be possible (unless you pay 30% of the phone's value). So to register IMEI you need either to declare the phone upon arrival (when crossing the border to Uzbekistan) OR to pay 30% of phones value if you missed declaration.

You can bring two mobile phones duty-free through air travel each time you cross the border. However, their total value must not exceed $2,000. When crossing the border by train, the amount must not exceed $1,000, and when crossing on foot or by car, it is $300.

If the value of the devices exceeds the established limit, a 30% duty will be applied to the amount over the limit. For example, if the total is $2,300, the 30% duty applies to the amount exceeding $2,000, which is $300.

To declare, individuals must go through the "red" corridor and fill out a customs declaration.

In addition to mobile phones and smartphones, tablets and portable devices with a SIM module (including eSIM) are subject to declaration. Wearable devices (watches, fitness trackers), modems, computers, communication modules, terminals, vehicles, and other devices with a SIM module do not need to be declared.

@zaurka1977

Hey everyone, Does the Samarkand airport have an IMEI registration point?
I need to register my IMEIs. I’ve already been to Samarkand twice and used my devices without registering, but now I want to do it properly. Where exactly at the airport can I register them?

At the airport, you first need to declare the IMEIs of your devices. You're allowed to declare up to 4 IMEIs for 2 devices.
After that, you can register them through the UZIMEI website or the BIRDA app, or even at the post office behind the covered market.

Sometimes the SIM card sellers at the airport might help you too. But in your case – if you've used the device before for more than 60 days without registering – you must declare the IMEI, otherwise it won’t work with a local SIM.
Roaming with a non-Uzbek SIM will still work fine though.

So I can do all this at Samarkand airport?
How much does it cost to register 2 IMEIs?
And how do I pay if I only have rubles on me?

Do I need to:

  1. Declare at the airport,
  2. Then pay later in the BIRDA app?

Here’s how it works:

  1. Arrive at Samarkand airport

  2. Pass through passport control

  3. Then go to the red customs corridor and tell them: “I need to declare my phone’s IMEI.”
On the customs form, write something like: IMEI 1: xxxxxxxx IMEI 2: xxxxxxxx

  4. Once the customs officer enters your declaration into the system, download the BIRDA app, register the IMEIs in the UZIMEI database, and pay either online or via Paynet using the application number.

You can also pay cash at registration points – there’s one at the post office behind the covered market.

You can pay in soums (Uzbek currency) or with Uzcard/Humo cards.
Rubles won’t work.

The declaration itself is free.
Registration costs 75,000 soums per IMEI.
But if your IMEIs were blocked before, it could be around 95,000 soums per IMEI.

Sorry, one more question for clarity:
If I declare at the airport, I pay 75,000 per IMEI?
But if I don’t declare at the airport, will I have to pay 30% of the phone’s value later to get it declared via customs?
Is that how it works?
