In practice it works like this: if you stay in hotel/guest house/hostel the reception will make a registration and will give you a print out slip either next day or on the day of your departure. Most likely no one will ask you for it when you depart the country, but still it would be better to have it just in case. If you stay in different cities/towns then even registration with one place will do.
If you stay with your friend/family in private apartment/house then you will need to make a registration with the property owner within 3 working days since your arrival. Property owner should accompany you with documents (ID and documents proving ownership) to the local OVIR where they will quickly make you a registration. Takes usually less then 1 hour.
